WELLINGTON, March 30. As a result of the illness' of Mr. Justice Frazer, who was to have presided over the inquiry into the Seddon railway. disaster, Mr. W. F. Stilwell, S.M., of Wellington, is to be chairman of the board of inquiry. The sittings will begin tomorrow afternoon in Wellington and be continued Ia.ter in Blenheim and Christchtirch.
