WELLINGTON, Mar. 8. Proyision for a yoluntary system of piecewoi-k or bonus payment which. ( sliould enable the average workcr to earn at least 15 per cent. above the current award rates is ^ontained in the New- Zealand (except Taranaki and. Nelson) footwear employees' award issued by the Courl of Arbitration. The piecework or bonus system is to be voluntary whereve'r it is operated and must be determined by dgreement between the employer and cmployee, the employee to have the advice and assistanee of the secrelary of the local union in arriving at the terms. • Mr. W. Cecil Prim e, employers ' repreBcntative on the Court, has entered a dissenting opinion on piecework rate. He said: "I'think the loading of 15 per cent. for piecework is too high. Ten per cent. is suiiicient to protect any honest worker. ' ' The hours of work, overtime and wages remain.unchanged in the new award. New provisions rule that boiling water shall be provided at the morning nest .period and at meal times and that washing facilities, including soap and towels, shall be provided by the employers. • Tlie award operates for one year from Mouday next, March. 15. .
