Received Tuesday, 9.40 a.m. LONDON, Feb, 16. Mr. J. Chuter Ede, the secretary for the Home Department, moving in the House of Commons, the second reading of the Representation of the People's Bill, said the Bill would eomplete the progress of the British people towards a full and eomplete democracy be'gun' by the great Reform BiH of 1832. "From now on every citizen of full age will- have a vote and only one vote. The Bill wiped out- the rest of the privileges which special classes retained in the franchisexof this country." The Times explains that the Bill will abolish the university constituencies' and business premises' vote, thereby en'ding plural voting. The Bill also. proposes a reduction of seats in the next House of Commons from 649 to 608. -
