"HANDS OFF ITALY," SAYS TRUMAN
— ♦ — Received Sunday, 8.50 p.m. WASHINGTON, Dec. 13. Although American troops are "being withdrawn fronf Italy the United States would consider appropriate measures for preserving Italy 's peace and independence, said President Truman tonight! If it hecame apparent that Italy' s freedom and independence were being threatened the United States would consider what measures would be appropriate for the maintenance of peace and security. The United Press says diplomatic quarters interpreted President Truman's declaration as notice to Russia. Observers think the announcement could be construed "to mean that the United States would concern herseir with internal as weli as external threats.
