BRITAIN REJECTS RUSSIAN PROPOSAL
Received Xundav, 7 p.m. LONDON, Dec. 13. It is learned authoritatively that Britain has rejected Russia 's proposal far the .Tamiary nieeting of the Foreign Alinisters ' Council in Nanking to handle the preliininary stages of the Japanese Peace Treaty. It is under slood that the refusal was contained iu British replies to the Russian an.l Chinese Xotes on the peiqiaration of the treaty. Britain maintains that all 11 members of the Far Eastem Commission in Washington with Pakistan and Burma should be represented from the start in the Japanese Treaty talks. Russia wants the negotiations couliuetl to the Big Four. The Fnited Xtates holds that all members of the Far Eastem commission should takc part. (.'hina proposed a conipromise that the Far Eastern Comtuissioii shou!-l be the negotiaiing body, but- the Big 'Four should have the power of veto.
