IS RUSSIA PULLING OUT OF UNITED NATIONS?
Received Monday, 10.10 p.m. NEW YORK, Oct. 6. Neither the White House nor State Department woul'd comment last night on the news from Moscow of the formation of a new Communist international organisation to fight "United. States imperialism, " says the New York Times' Washington correspondent. In other quarters not official, it is speculated that there might he more behind ^he move than an attempt to knit the Communists of Europe more closely together. Some ohservers think that the Kremlin may now he preparing in advance against the possihility that the Soviet Union may withdraw from United Nations. The Herald-Trihune, in an editorial, says the importance of the announeement lies not so much in what is said but the fact that now at least it has heen said. There is no change of policy in the programme that has been set forth. This is instead a statement of the policy that the Russians and their friends in other countries have heen pursuing with growing singlemindedness e'ver since the war ended; a statement that the world is heing divided .nto two hostile camps, expressed so clearly that there is no longer any excuse for failing to recognise it as an estahlished fact. It is specifically set forth as the Russian response to the rruman doctrine and Marshall plan. Bastion is thus raifeed against bastion — a course of events that should scarcely be considered unexpected
