The Russiaii rejection of the Ameriean invitatioix to a Four-f'ower eonferenee on Korea means that the dispute may now be referred to Uno General Assembly, says the Times in a leader. The Russians are plainiv anxious to estabiish a friendly Con. munis„ administration in Korea and United States is equally anxious to set up a democratie government whicn will })e eapable of standing upon its own t'eet and of refusing to act as the pnppet of Moseow. Between these two divergent. aims there can be no satisfaetorv compromise and it is time tha'. greater attention was paid to the wishes of the Korean pebple. There is plenty of evidence that the oceupation is unpopular and that the presenee of both Russia and United States is resented. It is eqnallv clear, the Times adds, that the Korean people need a period of political guidanee before they assume full control of their own affairs and that is the dilemma the Genera. Assembly will have to consider.
