"Now that the question of European eeonomic collaboration has been raised, Italy can, for the Jirst time, come forward not to solicit aid but to offer it," said the Direetor-General of Eeonomic Affairs, Dr. Grazzi, in Roine. "Italy could plaee certaiu of her speeialised engineering industries at Furope's service wliile relinquisliing others, particularly heavy industries which could not eompete in the open market. Italy could also olfer technicians and machinery for hydro-electric schemes aud, sliipbuildiiig. If raw materials were forthcomifig she could also develop her uwn great power resources and produce a large surplus of power for export. " Ile ailded that Italian industry at present was working at only 60 per ceut oi: her prewar capacity* and could, if raw material and transport were avaib able, easily double her output.
