The British and French Governments are unlikely to exchange any ftirther ipinions before the Foreign Ministers' meeting, says the Times diplomatic eorrespondent. The British and French Governments are well satisfied that the Soviet Government is joining in the talks and they desire everything now to be discussed fully and equally amotig the three powers. Seldom has a conference been broader or less precise in scope. There are 110 means of telliug liow it will develop — whether it will be mainly teclinically concerned with future machinery for studyiiig Europe 's assets and needs or whether there will be a political discussion of the inerits and posSibilities of the wliole seheme. Mr. Molotov is expeeted to vvish to know exactly how Germany's production will be used in any plan of European self-help. The Times ' Paris correspondent says Frefich official opinion has expressed especial pleasure at the lack in the Soviet aecepthnce of any factor which might limit the discussion. It 'is emphasised that M. Bidault and Mr Bevin, in the "preliminary talks last week, were ailxious not to lirnit in any way the -scope of Mr. Marshall 's offer.
