The unqualified manner wherein Mr. Molotov accepted the invitation to eonfer 011 June 27 with the British and French Foreign Ministers on the Marshall plan, and his willingness to travel to Paris for disciissions, has eaused optimism that Russia is in the mood for full, open and cooperative diseussions, says the British United Press Moscow correspondeut who added that it was geuerally felt in Moscow that the key to the success of the forthcoming conference will be the speed with which the Foreign Ministers can come to an agreement.
