LONDON, June 24. The Soviet acceptance of participation in Ihe Foreign Ministers' meeting 011 June 27, has changed the wliole atmosphere of the international debate to a healthier and more hopeful mpod, sa.vs the Times in a leading article. The Foreign Ministers face a highly practical tusk. There could be no greater mistake than the idea that the programme need be Jittle more than a siinple adding up of the needs of a number of European countries or that the presentation of these needs in oue list will be any guarantee to the Americans that Europe will lienceforth live at peace with itself. No ordinary inveiitorv is likely to commend itself to Congress shrewdness or generosity. The strongest argument whicli could be placed in Mr. Marshall 's hamls for deliverv to Congress, would be the firm hope of a sound integration of the whole European economy etfected by all countries which were to benetit from American aid, led by Britain, France and Russia.
