WELLINGTON, April 2. O.wuers auds masters of pleasure craf t navigating beyond river and smooth water limits,' ' af'e '' to ' be required to possess a certiheate of seaworthiness, the skipper to have an appropriate eertifieate and the vessel to be equipped with eertain safety oquipment. This was revealed today by the Minister of Marine, Ron. J, O'Brien. when asking those eonnected with small eraft for comments on the draft rules calling for safety measnres to ne taken by owners and crews. In conne^tion with fishermen there are to be three phases, namely, the provision of safety equipment, the eertification of skippers, and the sea worthiness of boats. The hlinistei' added that there was also provision calling for due notice to be gi,ven m writing of intention to proceod outside rivers and smooth water lirnits, so permitting the "routing of vessels from point to. po.int if necessary aird giving assistance in cases of emergenc}r.
