WELLINGTON, Feb. 19. The building problem and its effect in retarding the modernisation of factories and decentralisation of industry was the subject of a debate at the annual conference of the New Zealand Manufacturers' Federation, when many speakers declared that the Goyernment's building allocation for all classes pf commereial construetion, ihcluding shops and offices, was inadequate for the post-war needs of industry in general. It was decided to press the Government for an increased proporticn of the annual building allocation to be devoted to factory extension and the modernisation of old factories, for alterations to comply with the new Factories Act ana for the establishment- of new facrtories in smaller towns, and thar the issue of permits for such work be facilitated.
