He contrasted General Mac Arthur's directive that another elec tion should be held in Japan to obtaiu another democratic expression of the people 's will with the failure of tht United States Military Government .in , Southern Horea to establish the rudi ments of deniocraey, an independent government there. The spokesman said' Horea 18 months after her liberation was still ruled by a military dictator ship. "Obviously it is more pro litablt to lie an enemy than a friendly nation. Japan was defeat^d and expected to bt punished. Horea was liberated and promised its independence. Thus far. however, J apan has received the re vvards and Horea tlie punishment. ' '
