REDUCED TAX ON JEWELLERY
Received Thursday, 7 p.m. LONDON, Dec. 11. A drastic reduction of the. rate of the purcliase tax on j/'wels and silver, on the ground tliat tho tax has contributed greatly to the eneouragenient of tlie black inarket in iine jewellery, is ainong reeommendatiohs in a report by a Board' of Trade working party of employers and trade unionists. Tlie report says that skilled workers are constantly leaving* their jobs and setling up on their own to make blackmarket jewellery, and that this is undoubtedl.v causing serious denioralisation in the workshops and tlie market., Tlie comlitions are generall.v unpleas ant and unhealtliy. " We saw miracles of tlie linest wcJrkinanship and materials being produeed in the most forliidding coiiditions whicli some of the older workers seemed almost to take for granted, " the report stated. - The party reeoniniondmf that experts shouid be sent to Paris to report 011 ti'aining methods and also tliat a cen-. tral buildings committee be set up to plan the rebuilding of work-places. "
