All Azerbaijan forces liave been instructed to lay down their arms aml allow the Government Forces to enter Azerbaijan, ae cording to a cable received by the lran ian War Minister, signed by the Gov ernor-'General (Mr D.javid ) and the Premier (Mr Pishevari). The eable said the Azerbaijanis had decided to su'bmit to the Govemment 's decision to have Itnperial troops super vise the elections in Azerbaijan. All foreign Embassies iu Teheran had been infonned. The British United Press Teheran correspondent says that the C'liief of the Iranian Genernl Staff ( Genera) Kasniarn ) said: "Following skinniKhing which lasteii 'or two days, our troops, ojK'rating from Zenjan and Takab, reached Mianeh and Shahendej. The Governor-General, Djavid, according to Reuter's Teheran correspondent, is reported to have infornied the 5Slia.Ii that the Tudeli Premier, Pishevari, with. his military leaders, has left Tabriz and orossed into Hussia. The Tabriz radio added that the 'iVtdeh party today sent a inessnge to the Shali accepting the arrival of Government troops "to preserve the independence of the Persian State" and deelaring Azer baijan a loyal and inseparable part of Pcrsia and adding tliat there had been some misunderstandings between Azerbaijan and the Central Government but they were due to " reactionaries in Teheran". The Tudeli party would weleoine early elections and wanted to play a part in the Persian Parliament to earry out Jong ovcrdue reforms.
