Pinally the feelings of observers were summed up by the New Zealand delegate, Mr. David Wilson, who, speaking for the first time during the debate, said: "If delegates do not know what it is all about after five hours, I suggest it is about time we all went back to our own countries and ask them to send people with a little more intelligence. " Less than a quarter of an hour later the committee adopted the agenda, I n this committee Russia, despite British and Ameriean support, was defeated in Mttemjiting to make I'nrra the first item for debate. Xew Zealand and t'annda sueeessfully insisted that a discussion on the world cereal shortage shonld be taken up iirst. Russia was voted down 011 an attempt to limit information submittable to the committee, on relmilding devastated tireas.
