PARIS, Oct. 15. ,At the Peace Conference' today the ckairman, Dr. Quotai-Chi (Ghina) read a.summary of a fetser from ihe Yugoslav delegation,ahnouncing that , it was not parGicipating iil the final meeting. The letter, which was signed by M. Kardelj , declared that Yugofiavia would not attend as a protest against the unjust decisiohs Imposed iipori it by ftithlessness ih "oiit-votihg."' M. Kardelj said the conference decisiohs conceriiing' a series of questioiis ih the Italian Peace rfeaty were of siicR vitai importance tb Yugoslavia that they rendered it impossible for ihe Yugosiav Goverhment to sign the peace treaty if the main prbyisiohs affeeting the vital intereSts of Yugoslavia were not change'd. For' those feasons the Yugoslav delegacion,- cohsidering that the PfeaCe Gonference acted incorrectly from the formal viewpoint and in an essentiaiiy unjust manner . while loivirig problems in which the people of Yugoslavia were most immediately concerned, could riot participate in the final meeting .of the conference or in forwarding the conference recommendations to iihe Council . of Foreign Ministers. M. Kardelj asserted that during the last plenary sessibn the conference method of "out-voting" fiilly assumed a character of rutklessness, and finally proved to be the method by means of which no just solution could. be taken. The method of votihg was unjust, he fcontehded, because it permitted the solving of problems not according to° the objective criteria, but accordihg to the viewpoint of the spec'ial ihterests of groups of states representing the majority of the conference. This led to the imposition of one group of states upon the other sovereign and equal countries. Yugoslavia, during the conference, had made important concessions, but her efforts were Hot undefstood and were not appreciated. Yugoslavia was fully ready to co-operate with the Allies "in order to find a solution ' reached by mutual agreement, enabling ail she Allies who united in the war against Italy to sign the peace treaty with Italy together."
