Control Of Dardanelles NOT FOR TURKEY ALONE

Received Friday, 11.5 a.m, WASHINGTON, Gct. 10. The United States, in a note to Russia, reaffirmed her intention to have a voice in the future control of the Dardanelles. The note recalls that under the Potsdam agreement the revision of the Montreux convention should have been discussed by Turkey and Britain and America and Russia individully because all three signatories of the Potsdam agreement were interested in the Dardanelles. Russia, however, in a note to Turkey on September 24, apparently continues to hold the view that control of the straits is a matter only for Turkey and the other Black Sea powers. "The United States Government considers that the Potsdam agreement definitely contemplated only an exchange of views with the Turkish Government as a useful preliminary to a conference of all interested powers, including the United States, to eonsider revising the Montreux Convention, the notf adds. "The United States considers that Turkey should continue to be primarily responsible for the defence of the straits, but that ir. the event of attack by an aggressoi che Security Council should take action."
