General Eisenhower, in a generai circular, told Army Commanders they must modify plans so as to he ready to defend the nation "at a moment's notice" against an airborne or seaborne invasion, says the HeraiaTrihune's Washington correspondent. General Eisenhower issued a warning that any nation possessed of scientific resources and a ruthless purpose, could inflict devastating hlows against the most powerful nations. He emphasised the necessity for keeping a force in being sufficiently large to repel surprise attacks and xecapture the ifiitiative.
