Antarctic discipline
Sir,—Miss Wallace, the convener of the Antarctic and Southern Ocean Coalition, considers that the discipline imposed by the Antarctic Division, D.5.1.R., is totally unreasonable. Why? The harsh Antarctic environment renuires a discipline akin to that of toe armed services Ignorance of regulations or requirements is no excuse, as Greenpeace has now 4 -- - T
found out. One would have expected an organisation wishingto preserve the Antarctic environment would check on and observe the very necessary restrictions imposed on all personnel and visitors. Miss Wallace quotes the Antarctic Treaty 1959, which guarantees openness and cooperation. Is she not aware of State service rulesrestricting statements to the news media to senior or specialist officers with the over-all knowledge needed to make considered statements? These rules were in effect long before any Antarctic Treaty. I am sure that openness and cooperation will always be shown to those who observe the rules. — Yours, etc., M. JOHNSTON. February 4, 1986.
