Sir, — I find it surprising that you think it possible for people to negotiate complaints about neighbourhood noise at a personal level. If this is possible where you live, I truly envy you. From my own experience and that of friends and relations, perpetrators of unwelcome noise are rarely amenable to any approaches for consideration, however politely made. In many cases the disturbance is then exacerbated into persecution and victimisation. In the experience of local bodies, who have already been using the model by-law, such anti-social behaviour is quickly curbed under threat of legal enforcement. Once people realise this is possible, personal approaches may be able to be made with greater confidence.
