Sir, —A simple and most equitable system for rating purposes would be one based upon the combined area of land and actual area of buildings erected thereon, whether for living, business or industrial uses. The respective rating values could be determined by any method. Primarily, a local body function is to provide and maintain all services necessary to use the land, i.e. drainage water, roads, power, transport and any other subsidiary services, and the user of such services should pay his proportion based upon the area of the land and building using the services. With the aid of computers it would be easy to change from the present inequitable basis.
