NO LICENCE GRANTED
(New Zealand Press Association) BLENHEIM, July 18. The No. 9 Transport Licensing Authority (Mr J. S. Haywood) has declined the application of Car Haulaways (N.Z.) Ltd., for vehicle authorities to transport trade cars between Picton and Christchurch.
The hearing took place in Blenheim about seven weeks ago and lasted three days.
The company sought eight vehicles author! ties which would have allowed it to use four car transporters on the 218-mile route, which parallels the South Island main trunk railway. “Most transport licensing authority decisions create precedent. If I hold foi the applicant in this matter of a long route parallel to the main , trunk railway line, I create a precedent binding on this authority,” said the Authority. “Public interest lies amongst the self-interest of the applicant, the section of the piblic with a transitory intedest in new motor cars, and the wide general public affected by the national economy. Upon the evidence, 1 am satisfied that the application cannot succeed as being desirable in the public interest. It is accordingly refused.” Application Opposed The application was opposed by New Zealand Railways and by road transport operators from Marlborough and Nelson. The Authority said that the application came after three applications for authority to carry motor vehicles in the South Island—two by E. H. Boyce and Company, Ltd., and one by the applicant. Each application was heard at length and dismissed, after which they were tested by appeal proceedings before Judge Archer of the Transport Licensing Appeal Authority, and dismissed. Commenting on the later 1
application of Car Haulaways, the Authority said that in the event of the application to carry motor vehicles by road between Picton and Christchurch being grant'.. it would dissipate such carriage as far as rail was concerned and consequently adversely affect rail transport in the South Island.
