SAIGON, July 10. United States officers in Saigon believe North Vietnam would be committing a grave error of international policy if it carried out its reported threat to try captured American pilots as war criminals. The United States military command, while declining to comment on the possible fate of the 34 Americans now confirmed to be held in the North, points out that every effort bas been made to treat Viet Cong and other Vietnamese prisoners according to international law.

The United States command lists only 34 servicemen known to be in North Vietnamese hands, but there are certainly more as this figure does not include men listed as “missing in action.”
