Urgent Call By U.S.

NEW YORK, April 24. The United States today called for an urgent meeting of the S.curity Council on the Suez Canal problem within hours of Egypt’s publication of her final terms for running the canal. The purpose of the session, expected to be tomorrow or Friday, will be to receive a full and frank report from the United States on its weeks of painstaking negotiations with the Egyptians. The Western Powers also hope to jog President Nasser into a position more in lihe with the so-called “six requirements” for a canal settlement which the council endorsed last October. These principles included a stipulation that the canal be insulated from national politics of any country. Versions of the revised Egyptian memorandum received in New York today omitted entirely this key provision. The United States Note today to Sir Pierson Dixon, British permanent representative and president of the council for April, asked expressly for a meeting tomorrow afternoon or “as soon thereafter as may be convenient.” The Egyptian Permanent Representative, Mr Omar Loutfi, saw Mr Hammarskjoeld shortly after noon and handed over a copy of the memorandum, with a covering letter from his Foreign Minister, Dr. Mahmoud Fawzi. It was learned that this covering Note included a specific reference to the six requirements which Egypt herself accepted when they were endorsed.
