CARTELS FOR WORLD TRADE
CHAMBER OF COMMERCE DISAGREEMENT (N.Z Press Association—Copyright.) (Rec. 8 p.m.) PARIS. June 16. Delegates of 11 countries failed to agree on world trade cartels at a meeting of the commission on commercial policy which met under the auspices of the Internationl Chamber of Commerce. Mr Arthur Guinness, the British representative, said the British view was that industrial agreements were acceptable if made public and compulsorily registered with some international trade organisation. The French delegate said that Euro-
pean countries were prepared to accept that cartels might be useful in planning schemes. The Americans, however, wgarded all forms of cartel as an unmitigated evil,
