SOVIET OPPOSITION TO PLAN NEW YORK, June 13. In the face of strenuous Russian objections, the United Nations Commission on' Human Rights adopted a proposal to establish information groups in each country, to ensure that governments would not be able to suppress news of violations of human rights without word reaching the United Nations. Mr Nikolai Feonov (Russia) said he thought “private informers” were unnecessary. The observance of human rights in Russia was guarded by tens of millions of Soviet citizens. M. Fernand de Hausse (Belgium), supporting the proposal, said he was tired of vain, empty proposals on human rights. He wanted them enforced, not just embodied on a piece of paper. •, - « .
