COMMENT BY MR SEMPLE “There is no political significance in this and it is not a party issue,” said the Minister of Works (the Hon. R. Semple) at the North Canterbury regional planning conference yesterday. “It is just an effort to plan and know the things that have to be done. It is not presented in a dogmatic fashion.”

“Some people say ‘Semple is looking for votes’,” said the Minister later in the meeting. “I have never been a vote-catcher. When I went into some constituencies the members were terrified when they knew I was coming.” Mr Semple said he was there with no sinister purpose. He had a practical mind and this was a practical idea.
