CATCHMENT AREAS
GOVERNMENT PROPOSALS DISCUSSED The Government proposal for the formation of catchment areas for soil conservation and river control was discussed at a meeting of the Ellesmere Land Drainage Board held yesterday. Mr L. F. Foote, secretary of the board, reported that representatives of a council which has been set up in Wellington to control the catchment areas, had made a tour of inspection throughout New Zealand and had drawn up a proposal for tentative boundaries of the areas concerned. In North Canterbury the northern boundary would be the Kowhai river and the southern boundary would probably include the Rakaia river. There would be a catchment board formed of 15 members, 10 of whom would be elected by the ratepayers and five by the Government to represent departments concerned with land. Operations would begin in May of next year. Mr Foote added that there would be a flat administrative rate not exceeding oneeighth of a penny in the pound levied on ratepayers, and the separate river and drainage boards would operate as at present.
