FALL IN INFANT MORTALITY. (BRITISH OFFICIAL WIBBLBSS.) (Received December 3rd, 5.5 p.m.) RUGBY, December 2. The Registrar-General's quarterly return, issued last nigh_t, shows a slightly higher birth rate and a lower death rate than in the corresponding quarter last year. The most striking figure, however, is that of infant mortality. The infant mortality death rate was 45 per 1000, which is 14 per 1000 below the average of tho ten preceding quarters, and is tho lowest ever recorded.
