TRANSFER OF TONNAGE,
GREAT BRITAIN AGREES TO PRINCIPLE. UiRInSH OSTIOIAL WTBELESS.;> (.Itecoived December 3rd, 5.5 p.m.") RUGBY, December 2. At the meeting of the Preparatory Committee on Disarmament at Geneva, Lord Cecil announced that he had lecoived instructions from the British Government onabling him to agree to the principle of liberty to transfer tonnage from one naval category to another for naviea whose global tonnage does not exceed 100,000 tons. This liberty of transfer will be applicable only to surface ships, submarines being excluded and their global tonnage fixed for each Power by the Disarmament Conference.

"Public opinion is fed up with the words 'as soon as possible,' " impatiently declared Count Bornstorfi: at tho Disarmament Commission. "It wants something more definite." 'l'lie outburst, which somewhat rutlled the placidity of the meeting, accompanied Count Bernstorif's motion that the main Conference should convene on November sth, 1931. Lord Cecil contended that the Loaguo Council, to meet in January, should lix the date, and this was supported by other delegates, Italy, Bulgaria, and Russia siding with Count Bernstorff, whoge proposal was lost.
