CONTROL OF MOTOR TRAFFIC.

NEW BRITISH REGULATIONS. [UNITED MESS ASSOCIATION —EI ELXCTBIO TELEGRAPH —COPTBIOHT.) LONDON, November 30. The first part of the new motor laws will apply throughout England on Monday. An applicant for a driving license must sign a declaration of physical fitness. It absolutely bars the obtaining of a license if the applicant suffers from epilepsy, disabling giddiness, fainting, or inability to read a car's number plate at 25 yards. The age of motor-cyclists is raised to 16. Careless driving becomes a new offence as distinguished from dangerous driving, as "driving without care or reasonable consideration for other users of tho road." The penalties are virtually doubled. Pillion-riders must use an approved seat and ride astride. Only two are allowed on a solo motor-cycle. "Joyriding," which is the old term for carstealing, is now a punishable offence. The speed limit will be abolished on New Year's Day. INDIAN PRINCE'S LARGE ORDER. LONDON, November 30.
