BOROUGH COUNCILS.

KAIAPOI. The fortnightly meeting of the Kaiapoi Borough Council was held last night. Prosent: The Mayor (Mr H. C. Revell) and Crs. H. Mcintosh, R. J. Dunn, F. Thome, W. H. A. Vickery, D. Whyte, A. Linklater, J. D. Williams, P. Debenham, and 12. J. Pollard.

Mr J. H. Taylor's applicaliotf to lease section 12 at "The Pines" was referred to the Reserves Committee, with power to act.

Mr H. A. Featherstone wrote advising having purchased Mr Smith's property at lCairaki, and asked if tbe Council would approve of the transfer. The matter was referred to the Reserves Committee, with power to act.

The Chief Electrical Engineer wrote asking the reason for the delay in carrying out the Department's demands for the borough lines to be brought up to regulation requirements in accordance with the obligations imposed by the license issued to the Council, also as to why the Department's request for the cutting back of the trees at the golf links on the north road had not been complied with. The letter was referred to the Lighting Committee, with power to act. Tho annual report and balance-sheet of the Kaiapoi Fire Board was received. The Pines Association's letter making application to erect signs at either end of tho main bridge, and the request that a blue print be obtained of the survey of the Pines for the Association's use was referred to the Reserves Committee.

The New Zealand Railways advised that the morning Ohristchurch-Parnassus express train would in future stop at Kaiapoi. It was decided to make enquiries as to why tickets are not issued from Christchurch to Kaiapoi by this train. On the motion of Cr. Dunn, it was decided that tho Finance Committee should make enquiries and report to next meeting on the question of rating at "The Pines." Cr. Vickery moved that stops bo taken to commemorate the diamond jubilee of tho borough on May 28th. The Mayor was asked to call a public meeting of those interested. The financial statement showed: Receipts £l2O 19s Id, debit bank balance .£720 15s Bd, accounts passed for payment £368 13s 9d. Disposal of Kairaki. The Mayor and Cr. Mcintosh roported having attended a conference of the Kairaki Lessees' Association and representatives of the Waimaknriri River Trust, at which the question, o£ the vesting o£ Kairaki in the Kiver Trust was discussed. The Mayor said the proposal was discussed thoroughly, but all bßd agreed that it was impossible for the Council to give tho Kairaki residents protection from the river, on account of the inability of the borough to finance tho work. The River Trust could capitalise the revenue received from Kairaki, and therefore under the Trust control Kairaki had great possibilities. He considcrecT the Council would be committing ato error in not handing over the reserve. . After hearing the report, it was decided to discuss the- question more fully at the next Council meeting.
