Dr. Frank Williams, Medical Director, of the Committee on Mental Hygiene, told a conference of representatives of hospitals, asylums, and schools on the subject of crime and its prevention that operating tables should be used for crime correction in place of prison cells. Even- criminal was prompted by some influence, which might be corrected under proper observation and study. Even murderers could be treated and cured.

Dr. Overholzer said that the day of vindictive justice was past. This was due in part to the spread of linmimitarianism.
