All Germany, as well as all the Allied countries, are awaiting the statement by Dr. Woehlor, Minister for Finance, before the Budget Committee of the Beichstag. It is notable that Dr. Woehler now admits what he has hitherto denied, namely, that Mr Parker Gilbert, Agent-General for Reparations payments, submitted a memorandum, but he declares that memoranda constantly are passing, and there is no need to publish this. 'the Berlin Press, however, continues to insist on the publicatibn of the text, though it is known the memorandum contains a strong warning against legislation and a loan policy interfering with the Dawes payments. Germany in the coming year must pay an indemnity of £125,000,000, of which Great Britain is entitled approximately oft' the income-tax and 4d if all deductions are made, such as the Dominions' percentage.
. Great Britain, therefore, has a direct interest in insisting that tho Dawes payments should not bo jeopardised by large scale borrowings in conjunction with a rising public expenditure, yet Germany is immediately increasing the salaries of the Civil Service by a total of ,£25,000,000 a year, and proposes to increase tho education vote by £20,000,000, while £30,000,000 are to be used for compensating German colonials. •
