"The prosecution was instituted by the police under statutory authority, and the fine became the property ot the Police Department. The committee recommends that the Chief Jrattio Inspector and the Assistant Cliiet Traffic Inspector be sworn in as special constables under the provisions of Section 70 of the Municipal Corporations Act, in order that they may have power to arrest in such cases. "At the present time, the inspectors havo no power to hold up a driver of a motor vehicle who may be intoxicated and in an unsuitable state to drive a vehicle.'' The clause was adopted.
