BOROUGH COUNCILS.
NEW BRIGHTON. The fortnightly meeting- of the New Brighton Borough Council was.held last night. Present —Mr A. Wl Owles (Mayor), Councillors E. Smith, A. E. Lawry, F. D. Muirson, G. W. Bishop, K. Stokes, T. Robins, and J. C. Scott. " A letter was read from Mr E. \V. Shallcrass, secretary of the Butomor Time Appreciation Fund, intimating • the establishment of a movement to raise money to show appreciation of the parsing o£ the Summer Time A discussion took place as to the desirability of joining with the City of Christchurch rather than having a- separate movement in the borough. It waß decided that the Mayor represent the borough at the meeting to be held in . Ohristchurch on Friday evening, and that subscription lists be distributed among the various clubs in the borough. The Pleasant Point Boat and Yacht Club was granted permission to hold } its carnival, postponed from Labour Day, on November Tlie Standing Committee reported as fol--10 The~~Town" Clerk, Chrislchuvch, wrote intimating that the Inter-City Motor Service Ltd had applied for permission to run two extea omnibuses on the Christchurch-North Beach service at peak hours and holidays. ¥heßy-laVs Committee of the Council would be glad to know if the New Brighton Boroush Council had any objection. It was Resolved that the Council be recommended t %^ P ln?er^trSr oD Servicc, Ltd., wrote forwarding a description of the route proposed to be followed by observation buses, which it was proposed to run during the summer months, and asking the Councils approval; so far as the roads and streets under its jurisdiction wcro concerned. It was resolved that the Plunket, Society be informed that the Council cannot see. its way, wing to the limited space available in the Hawke street property, to grant a site for rooms, but would provide a site inside tho entrance to tho Rawhiti Domain. It was resolved that an additional 10 per cent.'be raised on the South Brighton bridge loan, in order to complete the work. It was resolved that a sub-committee consisting of Crs. Muirson, Leaver, and Smith, be set up to revise the by-laws relating „o traffic. The report was adopted. ' The ; Fire Prevention Oommiltee reported that it had-been resolved that the Council be recommended to approve of the appointment of the New Brighton Garage Co., Ltd. (Messrs Fitchett and O'Neill) to the position of engineers and electricians to the Fire Prevention Committee of the Council, for one year, vice Mr G. 0. Carter, resigned. The report was adopted.
SUMNER. The Borough Council met last night. Present: The Mayor (Mr W. H. Nicholson) and Crs. T. Newburgh, V. E. Hamilton, B. J. Ager, W. Henley, C. J. Wilson, 0. J. Denham, and P. C. Cooper. ~ The financial statement showed a dr. ban* balance of £3086 4s. . The Beautifying Association wrote asking for permission to improve the Esplanade in front of the Cave Rock. Two plans were forwarded of the proposed work. A subcommittee consisting of Crs. w. nenley and'Sß. J. Ager was set up to confer with the • Association. . The Sports Association wrote asking tne Council to erect a pavilion In St. Leonard s decided that nothing could he: done at present, but the Council would support the proposal if the loan was passed. The Life-Saving Club wrote asking permission to erect two sheds on the beach tor the pnrposo of bousing the life-saving reels. It was decided to ask the club for plans of the proposed sheds. -._. A letter was received from the Prime Minister asking that the usual Proceed mgs be observed at 11 o'clock on Armistice D T letter was received from the Department of Health pointing out the danger in Redcliffs from flies in the summer, suggesting that all connexions with the sewer should now be made. ing their buildings without the consent o£" the Council. It was' decided to authorise the Town Clerk to communicate with the offenders, asking for particulars, and pointing out that the by-laws were being broken.
KAIAPOI. The fortnightly meeting of the Kaiapoi Borough Council was held last night. Present: The Mayor (Mr H. 0. Revell), and Crs. F. Thorne, A. Linklater; W. H. A. Vickery, R. J. Dunn, H. Mcintosh, D. 'Whyto, J. D. Williams, E. J. Pollard, and F. Debenham. The chairman, Local Government Loans Board, wrote with reference to the Council s supplementary electric supply loan, pointing out that if the loan was required to mature in a sinking fund of 4 per cent, would bo required.' ' . It was decided to arrange for a 4 per cent, sinking fund. A circular letter was received from the Prime Minister's Office, Wellington, giving particulars of ■ suggested arrangements for the observance of Armißtice Day. The suggestions were adopted, and it was decided to ask the police to stop traffic at tho main bridge for two minutes.. The borough balance-sheet for the years ending March-31st, 1926 and 1927, were received from the Auditor-General duly certified as correct. • The Mayor was authorised to arrange for a public meeting to express approval of the Summer Time Act. ' Dr. M. Ramsay, president of the Kaiapoi Beautifying Association, wrote reminding the Council of its promiso to supply spoil from the roads to form a garden on the west side of Cookson street, at the main bridge. Mr R. A. Blakeley wroto applying to lease a section at Kairaki, and submitted plans and specifications of a proposed dwelling to be erected. The lease was granted and the plans and specifications were approved. The financial statement showed receipts JEB4S 5s 2d, debit bank balance, £442 18s, accounts passed for payment £495 8s 7d. After the meeting Mr Patterson, of the British Pavement Co., Ltd., gave an. address" on the bituminising of the main road through; the borough. Representatives were present from the adjoining Councils.
