COUNTY COUNCILS
KAIKOURA. Tho monthly meeting of the Kaikoura County Council was hold on Friday. Present —Councillors James Boyd (chairman), D. Boyd, P. Acton-Adams, P. Curran, G. D. Smith, E. H. Workman, C. Pannell, G. Eaton, and G. E. T. Shand. Advice was received that the Wajtomo County Council had been granted a subsidy for flood damage lor roods on the basis of £i for £l. Councillors said that this was different treatment to that meted out to the Kaikoura County Council Mr E. Stocker wrote complaining of the neglected state of the Conway road. After much discussion, it was decided to endeavour to arrange with the Public Works Department fcr tho teams required. Tho Resident Engineer iMr F. Langbein) wrote regarding Charwell bridge subsidy, and the matter was left in 'Jie hands of the chairman to make the best arrangements possible with the Highways Eoard. Tho Marine Department advised that tho .Kaikoura Fishermen's Association bad complained that work required was not put in hand. It was stated that tho work was now in progress. The Minister of Internal Affairs forwarded copy of regulations under the Motor Vehicles Act, also general regulations regarding licensing; of drivers, conotrudion, and equipment. The Wallace County Council forwarded a resolution respecting road clarsificrition, and Augge&ting intermediate claaa. It wa* decided to allow th© CounciPs; delegate on the Highways Council a free Imnd respecting' tiho matter.
Tho chairman stated that roading should bo troatod as a business proposition. In t0v0.6 cases £9 was received in lates and expenditure to the amount, of £3OO w*» re» quirod. Couacilioira considered that the Council had no option hut Jo take the good with tho bad.
It was decided to approach frlrpping companies with a view to seeur'ng a suitable vessel to trade between Lytteltou, Kaikoura, and Wellington. It was agreed to invite tenders for repairing the Stag and Spey road. Repairs were ordered to be effected on Clsen'a road, and that, tho grader bo used or. all roads where convenient. It was resolved that applications bo invited for a four-horse team to be used with the grader. <
Cr. Shand moved that tho Blue Duck road bo declared a two-ton (five-ton with load) road, and that a bond !*> entered into to repair damage. This was carried. The County Clerk submitted a return showing: Salaries paid £796 lSs lOd. travelling excuses £ll2, rent and offices £IOB. printing and stationery £9S Us, hospital levy, £1674. Riding expenditure for tho month was: Peninsula £US Sn Bd, Suburban £U4 0s 9d, Conway £'lo Ua, Clarence £l6O 13s, Hundalec £2l Bs.
ASHLEY. The Ashley County Council met at Lobufn on Thursday last. Pre*3nt: Crs. Miller (chairman), Harwell, Dawson, Fitzgibbon, O'Halloran, and Philpott. The Council did not agree with the Telegraph XVepartment as to the responsibility for the cost of shifting certain poles on Stoney Flat road, and a letter was authorised to this effect. The matter of license fees for traction engines and waggons was discussed, and it appeared that further clearing-up would b* required. -•• Cri Dawson reported on the Rar.giora conference with respect to an Electric Power Board. The areas to be proposed as inner' and outer were discussed, and it seemed advisable that in the first place the chairman and Cr. Dawson should go round the LoburnWhite Rock Riding and ascertain to. what extent demand for current was general. Cr. Philpott agreed to make a similar enquiry in the Mt. Thomas Riding. Messrs Mawer and A. C. Pulley interviewed the Council with respect to scour and shingle-deposit on their lands through the action of a 4 r »' n rxit in former days by the Road Board. Members agreed to see the drain, and the clerk was instructed to look up old records. Messrs Beavcn and Froitiek interviewed the Council in the interests of the Canterbury Provincial Court of the South Seas Exhibition. After discussion it was decided that if other Councils agreed to pay their quotas the Ashley County would not stand out. '
Members reported a large amount of roadside clearing during -the wot months, and notices were required now in few cases only.
