Caillaux submitted his financial proposals, which provide for an increase of six milliard francs' hi advances by the'Bank;of France to the State, : the maximum issue of bank-notes to ;be" correspondingly increased by six milliards to fifty-one milliards, and the issue of a loan, reserved to holders of national defence bonds, with a guarantee against the fluctuating exchange and rate of interest. The maximum total'.of-tire-float-ing debt wilt" be fixed at the amount attained on. the closing .vil the- aforementioned loan, excluding six milliards of advances to the istate and any sums requisite for the subsequent repayment of a short term debt. The preamble of tho Bill draws .attention to tho difficulties of the Treasury, and says that, in order to meet the situation, the Government is determined only to resor.t to normal methods, rejecting any system of constraint, and makes a supreme and urgent appeal to the nation freely to help in relieving the .Treasury's difficulties aud to dispel anxiety regarding the future.
