ARBITRATION BILL.
(special to "the PRESS. ') WELLINGTON. June 27. One of the first Bills introduced this session is Mr Monteith's Industrial Conciliation and Arbitration Act Amendment Bill. As the law stands, it is possible for- an industrial union of workers to be registered' on the application of 15 persons. Section 21 of tho 1908 Act empowers an industrial union to cancel its registration. Before cancellation can bo granted tho Registrar of tho Industrial Union must be satisfied that the majority of the members of the Union desire cancellation, and tho practical result is that the ballot is always taken before it is decided on, though even in that event tho Registrar is entitled to refuse cancellation unless he is satisfied that a majority of tho members who voted in favour of it comprised a "majority of the members of tho Union. Mr Mohteith says that notwithstanding that the cancellation may have been brought about by an overwhelming majority of the members, the law allows fifteen of the dissenting minority to oNt.ain registration of a new union immediately afterwards. Mr Alonteith says that his amendment is calculated to remove this anomaly by providing that once registration has been duly cancelled a new union shall not bo rejr.i. stored yt succession to that which has become null and void, until and unless the workers concerned have so decided by ballot.
