COUNTY COUNCILS.

HEATHCOTE. The Heathoote County Council met last night. Present—Crs. C. Flavell (chairman), A. H. Adams, W. Kerr, J. H. Moors, B Riley, and "tt r . W. Scarff. Sir Francis Bel! wrote stating that the citizens of Auckland had taken the initial steps in what the Government hoped would become a national movement for the raising of a fund for the erection of a suitable memorial for the late Prime Minister. He asked that the county shou!3 co-operate in the appeal. It was decided that subscription lists to raise money for a memorial for the late Prime Minister should be issued to the various ridings. The Public Health Department forwarded a requisition on the Council to provide channelling on Opawa Toad. It was decided that the work, costing £7OO, should be carried out. The Department of Internal Affairs made application for information about the scenic and historic attractions of the district. The clerk was instructed to get information from Mr H. G. Ell and Mr H. S. Hobday.

The Christchurch Tramway Board advised that its poles in Ha-ckthorne road were firmly set and it would be unwise to touch them. If the poles were removed and new ones .placed in position the Board would not be able to give the Council permission to place its wires on them. Cr. Scarff said that if the concrete channel was cracked again by tile poles he would be prepared to protest strongly.

The letter was' received. The Technical College wrote complaining of tho unsatisfactory condition of the drain running beside their property in . Opawa road, Hillsborough. During the recent rain the drain silted up and ; overflowed, to the detriment of the property. The matter was left in tho hands o£ the member for the district.

Bank balances as at May 31st, 1925, were shown to be—County Fund (dr.), £1990 6s 2d; Valley sewage loan (cr.), £251 13s Id; Avonside roading loan (cr.), £3 17s Gd; Mt. Pleasant No; 2 electricity loan (cr.), £64 16s 8d; Mt. Pleasant No. 2 workers' dwelling loan (cr.).. £99 10s. Tie clerk reported that debentures amounting'to £BOOO had been sotd in the Avonsidu loan; leaving £4OOO for tho balance of tho work. The sum of £755 had been spent on Page's road on kerb and channel work. Thirty ratepayers had not paid their rates for the last year, and p. total, of £llO Is 6d was owing. The clerk recommended .that legal proceedings should be taken against those ratepayers.

Tho report was adopted. The inspector reported that three returned soldiers were cleaning drains at Bromley. At Hillsborough some alteration 'was necessary at. the inlet to • tho sump at the foot of llunt'sbury road, to prevent the overflow of silt on to Hills road, and the formation of a water table would improvo matters. The visit of the Drainage Board was mainly to inspect the open drain on the city side of th« road. A light coating of Birdlings Flat shingle should' be put on Opawa road, as it would prove a good protection against potrholing. Tho Malcolm 'avenue pump chamber had been waterproofed. The stone wall, at Kidson terrace had been repaired. The kerbing and asphalting of the footpath at .Rossmoro terrace was • delayed by wet weather, but was - now almost completed. Owing to the wet condition of the ground it was decided to put down asphalt instead of Bcreeninjrs. The contractor liad about completed the kerbing and channelling and formation of Merlewood avenue to Mr L. A. Dougall'fl motor shed, and was now engaged metalling. The report was adopted; RANGIORA. , The Rangiora County Council met,yesterday. Present —Crs. H. Tallott (chairman), G. K. Crysell, "W. Stalker, J. Brosnan, A. Mcintosh, ,M. C. Ormandy/., and R. Macdonald. It was resolved that the clerk arrange with the contractor for cleaning's, further section of. about 15 chains of the ;Cam ltiver. .It was decided :to givo the Woodend fecliool Committee tho soil, laJten from the" street channels for filling up the school ground. A circular letter was received regarding a memor lai to the late Prime Minister. ■ Tho chairman moved that th© Council be a committee t«> collect funds for the purpose, and that tho clerk act as secretary and treasurer to the funds. ' Tho motion -was seconded by Gr. Ormandy and carried. . The- Runanga Borough Coimcil'wrot© ask-. ing-the Qbuncil's stigport of a' resolution. urging the Government to graiit .pensione to victims of infantile paralysis. The letter was received. . , ... The secretary of the "Waimakann River Trust wrote stating' that the rate would be the same as laßt year. ' Tl}'e Highways Council wrote regarding tho construction of a. bridge across tho Selwyn River. The amount allotted to tho Council was £3o;' which it was decided to pay. . The chairman moved that the Finance Committee tain into consideration the quca-. tion l of raising a loan for putting down a section of tho main highway in bitumen ana leport to next meeting. Tho motion was seconded by. Cr. Stalker and carried. A complaint was received from Mr A. "Wilkie 'of the bad condition of the road leading to his place. The. matter was left in th« hands of Cr. Mcintosh and the clork r to. attend to.

Tho Health Officer notified that Mr RM. Taylor had been granted permission to kill animals other than for human consumption.

It was resolved' to notify Mr H. Murfitt that he must .carry out the instructions of the Health Inspector in referonce r to .his premises at Woodend, and that Mr S. Smith be notified that he must carry - out the necessary improvements notified by the Health Officer in respect to premisos occupied by Mr. McMillan. Cr. AV. Stalker gave notice to move at tho next meeting that a general rate of Jd in the £ be struck in the. Rangiora. Riding, and'Jthe of a penny in the £ in tho Cust Riding and a.hospital rate of a. Jd in the £ over tho wholo county.

Tho chairman reported that six ratepayers had agreed to take electric current in tho Fernsidc district. It was resolved that the work be gone on with. It was agreed to advertise for a man with dray and horse for road work at Femside and Southbrook.

Mr F. Horrell, late chairman, was allowed £ls 15b for his past services.
