BOROUGH COUNCILS.

NEW BRIGHTON. The Xew Brighton Borough Council met last night. Present: The Mayor (Mr J. Gamble), and Crs. J. Shaw. F. Ward, E. A. Leaver, R. Sncll, H. A. Glasson, J. C. Scott, E. A. Langfcrd, W. H. Gahagan, * nd F. Scott. On the motion cf the Mayor, a resolution was carried conveying the sympathy of Ins Council with the relatives o: the .ate Mr F. Spratt. The Mayor and Crs. Leaver and Glasson were appointed a deputation to wait upon the Drainage. Board regarding the proposed extension of the sewage farm, .which itwas thought would be very detrimental to the interests of South New Brighton. The offer of the Tramway Board to do the street watering next summer was accepted. The South Brighton Progress League drew attention to the state of the sand bank opposite to Pleasant Point jetty—Referred to Reserves Committee. A letter containing a number of suggestions in the interest? of the district- was received from the South Brighton Progress League, and referred to the committee^ It was decided to make a grant of. £5 to the funds of tho Sumner Lifeboat- Brigade. Mr F. C. King wrote protesting against the use of a portion of reserve at Jervots street for a sub-station.—Received. Mr H. Hinkey wrote offering to pay hallcost of formation of channelling in Park road in front of his property.—Referred to Works CommitteeMr T. MeFaddenWed the Council to continue the channelling in Estuary road south cf Jcllicoc street.—Referred to committee. A letter from Mm E. E. White in connexion with the footway opposite her property in Park road was referred to the chairman of the Works Committee. A letter was received, from tho office cf the Prime Minister stating that a movement was on foot to raise n- public monument to the memory of tho late Rt. Hon. W. F." Masse-y.-and aee.kinjr the Council's co-opcra-, tion.—Referred to Finance Committee. | ~ The "Standing Committee recommended that notices bo placed round tho reserves warning persons against removing trees: that two seats be pieced at tho corner of Estuary road and Boatty street; that a quantity of spoil be obtained for urgent work in Page's read, under the arrangement- with tho Tramway Board; that the Electricity Department be informed that the Council has no power to transfer' the titjo cf tho proposed site in the reserve at Jervois sheet for the purpose of a sub-station, but that, a leas* would be given: that the spending cf the. money 3 available in connexion with the £52,000 loan bo held over pending the result of the inspection of the borough, to be made, by the Council; that tho work on Beach road be stopped, and the three men employed thereon paid off.—Adopted The Finance. Committee reported that two tenders had been received for alterations to the conveniences, and that of Messrs Musson Bros, at £1" 10s accepted. ' T>io. Reserves Committee recommended that -t plot of two acres be fenced off in the Rawhifi Domain, or in one of tho reserves, and planted with poplar cuttings as an experiment: that £IOO be placed ou the estimates .for tho planting of trees; that the water-hole on the seaward side of the substation fite. in Osborne terrace be filled in; that the claying of the track througu the Rawhiti Domain bo completed.—Adoptrd. The By-laws Committee reported that 21 building "permits had been granted to date, having an aggregate value of £2934, as against- 37 for the same period in 1924, having an aggregate value- of £5505. It was decided to do tho necessary filling in on the triangular pieco of land at the intersection of jervois street and Estuary road -at a cost of £47. On tho motion of Cr. Gahagan. it was decided that the Council a. whole, should continue the inspection of the borough on Saturday. Cr. Shaw moved that the Council apply to the Returned Soldiers' Association for a contribution up to £IOO to bo sribsidised £ for £ for tree, planting, work to/lie done during the winter months. At the conclusion • of the business; the Council sat as tho Rawhiti Domain Board. Cr. Shaw moved, and it was earned,, that a- sub-commifteo go into the Question of raisin? a loan of £2300 for the purpose of effecting improvements to tho Doma'in. Mr C. J. Allen was appointed an inspector. SUMMER. The Sumner Borough Council met last evening. Present: Tho Mayor (Mr- IL Ntoholson).. find Crs. B. J.. Ageiy F. C. Cooper, E. A. Johnson, A. Holden, A' Tutill, C. I. Denham, H. W. Harris, and C. M. Roswell. The. foreman reported that the water tables and drains had been cleared in a number of streets, also the main outfall creek through Campbell, Truro and Parke streets and Wakefield avonue. Tho Main road had been tar-sealed bctujeen Pratt street and tno Sailing Club's shed, and that portion between, the Borough boundary at McCorninck'« bay and tho. Tramway quarry had been leI constructed and tar-sealed. Several blockages in tho main sewer had been removed, including one at tho outlet at. the beach Two new connexions had ocen made, a number'of services repaired, valves and fireplugs packod, and a portion of the. water main on the Sumner road recaulked. , The road around the cliffs at Scarborough had been repaired; Arrangements had been made with the Tramway engineer to take all the grit which had accumulated at tho quarry. The levelling and covering of St. Leonard's square with soil was going on satisfactorily. The committee recommended tha,t notice boards bo erected prohibiting tho' dumping of rubbish by tho "public. A plan showing the position of tho. sewer between Estuaryroad nnd Celia street had been received from Messrs Hanmer and Barker, and arrangements' were being made with the owners for consofit to the work bein™ carried out. An application by Mr V. E. Hamilton (who proposes planting trees on land between (Hobcrden nvasua and Scarborough road, Btated to bo a plantation reserve) for a grant to erect a fence had been referred to the foreman to report. It was recommended that the Hume .Pipe Co. be allowed to substitute first-class earthenware pipes of Cin x4in diameter instead of concrete at thi> same price as concrete pipes, that company to pay for tho extra cost in laying pipes. In reply to an application for supply to a local resident of one ton of coke per week to be taken out of the borough, the Town Clerk was instructed to state-that the, Council could not accede tq the request as_ arrangements had been made to supply local requirements first. A contract had oeen let to take the balance. It was recommended that Mr Reynolds, who" had been granted permission 10 construct a road in continuation of Augusta street, be tequested fo advise whether ho intended, to proceed with the ■work as complaints had been received of tfca present condition of Augusta street. The District Highway BoaTd No. 14 wrote allocating 40 per cent, of the cost of maintenance of the' road between He-athcote-bridge and Maffey'a corner to the borough. It was decided to instruct tho Town Clerk . to write to the Board stating that the borough did not object to- a fair share of the maintenance, but other bodies interested in the Highway should pay- ah equal share. Sir Francis Bell wrote irgaTding the erection of a national memorial to the* late Prime Minister. He asked the- Council to make public the announcement of a subscription and to control tb<i_ collecting of same. It was agreed that the Council fall in with the proposals embodied in the letter.

ASHBURTON. The. Ashburton Borough Council, met last evening. Present—The Mayor (Mr P.. Galhrailh) and Crs. R. H. Dunlop, "\V. H. Woods, J. Watson, V. G. Hillier, W. H. Robinson, F. W. Seldon, J. Bonn, B. A. Collins, J.- W. Bowden and ~.. Kerr. Tho estimates for the year were submitted, the principal items being account receipts, rent of reserves £IB7O, domain account £250, library account £l2O, general rates £6200 total, £to,Blo. JApenditure—Salaries £ais, street maintenance £I3OO, new road roller £1:14, lignting £6OO, scavenging £7SU, Hospital Aboard £6lO, -library £2u;, fJomain £9'£>, interest on loans and sinking lund £SOO, interest an overdraft £250, Women's rest £l6O, Mayor's allowance £l3O, antecedent liability £6OO, Duncdiu inhibition £150; total, £IO,BIO. Allowance was made lor the ioltowing expenses:—lnspection fees £l2O, slaughtering £620,' manager's salary £52, caretaier £23j, interest ana sinking fund £3OO, telephone, insmance, sundries, transfer general account, repairs, etc., £273, and otner amounts bring the total to £1625. The financial statement showed receipts since last meeting amounting to £SO 19s, and » credit in the cemetery account of £l6 Os lid.

In reply to the Council's request to the Canterbury ' Firo Underwriters' Association to make a- reduction in insurances in Hamp3tead and Ketherby on account of the high pressure water having been installed, the Association wrote stating that before finally considering the matter it would be necessary for it to have information as to the pressure.

It was decided to forward the information required. The AsKburton County Council wrote stating that a- nuisance existed "in the waterrace on the Alford Forest road owing to the waste water from dwellings not having

a/fiee flow. The County Council was of the opinion that as the borough water, supply flowed along the race the iatler body was responsible for keeping it- in order. The matter was referred to the Borough inspector for a retort. The Ashburton Volunteer Fire Brigade advised that the Council's subsidy was due, and extended an invitation to the Council to be present at the half-yearly inspection. The sum of £6(J was voted to the Brigade, and. Co invitation accepted. "With regard to the suggestion to the War Memorial Committee that the memorial be placed in Baring square East and that the South' African Memorial bo removed to'the south end of the Square, the former body wrote stating that, the suggestion presented three objections: (1) That the sentiment attaching to the South African Memorial would not allow of a shifting for another memorial for the reason that the latter stands for a sacrifice quite, on a par with any monument to be erected for a. similar sacrifice in a later "war. (2) That it would establish a, precedent and in years to come the South African Memorial would have to bo removed from the Square to' make room /for another monument that would in its ■ turn displace the present proposed monument. (8) In the summer the trees would obscure a •view of the monument. The committee suggested that the Council grant permission to remove the band rotunda in Baring square We3t to tlv reserve adjacent to the Council Chambers, and'that the memorial be erected on Baring square - West. The letter concluded that the committee was anxious to go ahead with the'memorial question of site was the only bar "to a commencement. Cr. Wcods considered that nothing should be den; to 'alter the previous decision of the Council". The first suggestion was calculated to mislead. He could not see why the removal of the South African' Memorial was a matter of disrespect to anyone. Relatives of the men whose names were on the South African Memorial had been approached and they had no objection to the removal. He thought that it was a matter propagated chiefly by' one l crson. The suggestions were being used as an excuse for .delay. Cr. Watson considered that the committee's suggestion was a gco:l one. \ It was decided that consideration be held over. Cr. Bowder. said he would vote for the site on Baring square East. With regard to the report that was submitted upon supplementing the borough water supply, Cr. Hillier said the matter would -ultimately have to be faced. ; The Council would have to restrict the supply to consumers during the summer montli3 if the scheme was not proceeded with. The matter was held over. It was decided rot to entertain the Salvation Army's rpplication for a subscription. The sum of £o was voted to the Ashburton Technical School. It wa's decided to call tenders for levelling Mona Cquare. It was agreed to increase the Mayor's hcnoraiium by £3O. Tire partial rental of'Xo. 2 ground on the Donwin wis assessed to the Ashburton Football Sub-Association at £1 annum. It was decided ts- invite public subscriptions to assist in the erection of a public monument at Point Harwell and ?. statue or other memorial in the Parliamentary eroutd*.
