TO.THT. EDITOB OF "THE PHESE." Sir,—For.a time the map penny stamp, otberwiße the broken bootleg, disappeared, , and the buxom wench introduced with the century as the universal penny, stamp has been on issue, but suddenly the '' Universal'' • has changed places. Does this indicate some uncertainty as to the possible selling out of both kinds preparatory to a newissue? To the map stamp, the objections raised have not been satisfactorily met, : and the fact that Governor-General Lord Jellicoe, who was named as a popular figure' for a stamp issue;' is leaving at once, the time would not bo so appropriate as.it would have been a year ago. The adoption by the present PostmasterGeneral of the map indicated there was an intention to get away from the King or King- and Queen on the stamps, but the wisdom of keeping in touch with the Empire is more than ever a popular policy.—Yours, etc., OBSERVER.
