COUNTY COUNCILS

BANGIOBA. The ordinarr monthly meeting a! tho County Council was Hold vosterd»y. Present: Mr i\ Horrell (chairman), and Cra. H. TaUott. H. Garrett, M. C. Ormandy, W. Stalker, A. Hclntosh, and E. K Crysell. The Finance Committee reported that the r*o«pts for the month were £1463 13s Bd. The chairman reported that the tender of Mr T. Shanilands for the erection of tho workman's dwelling in concrete at £1027 had been accepted, and that the work had commenced. A deputation was received from the Waikuku Beach Improvement Association, consisting of Messrs Hawkins, Hendrcn and T. Praacr, with a request that the road below the bridge be formed so that cars and Ijoht traps could get to the lower end of the settlement. The deputation offered to contribute £lO towards the cost. On the motion of Cr. Tallott, seconded by Cr. Mcintosh, it was xosolved that the Association bo given the right to park cars on tho road providing work to the value of £lO is done.

A deputation was also received of persons interested in the overflow of the Ashley river, near Coldstream, consisting of Messrs Petri®, Claridge, Dalzell, Jifehrtens, Stewart, Mac Donald, Stokes, and Barber. Tho latter placed before the Council the serious condition of the overflow of tho river. It was resolved that the chairman and Cr. Stalker make an inspection of the river and report at the next meeting. A letter wa3 received from the Kaiapoi Borough Council urging upon the Council to take steps to form the /ishley River Trust. It, was resolved to reply that the matter was under consideration.

Mr H. Stokes, Waikuku, wrote asking tho Council's attitude with reference to cleaning the drain which was an outlet for "the water from the Coldstream Estate. It was resolved to state that the Council considered tho settlers on the estate wero liabie, and that the Council did not accept any liability. . The application of Mr R. J. Hu.ghey for tho use of tho crusher for a few days was granted, a charge of £1 per day to be made. Tho tender of T. H. Fraser for dog collars was accepted. The chairman reported that Cr. Mcln'osli and the clerk had inspected No. 2 drain and they suggested that the Council offer no objection to the proposal to put in a dam, providing the Council did not ivccept any liability in tho matter. The recommendation was carried.

Tho chairman also reported that they had inspected the drain through Mr Lofihagen's land, and it was resolved ito state in reply to the Borough Council that they saw no objection to Mr Loffhagen using the drain. Also that the County Council were prepared to pay half the cost of cleaning. It was resolved to instruct the ranger to take proceedings against all offenders grazing stock on the roads. It was resolved to invito tenders for the removal of the house "nSw occupied by Mr J. Cooper.

MALVERN. The Malvern County Council met on Tuesday, all members being present, and Mr H. A. Knight presiding. On behalf of the members, Cr. Judd extended a •welcome to the chairman on his return from Australia, and expressed sympathy with him in the los 3 of his valuable racehorse, Ba!lymena. The chairman reported that owing to the absence of the Darneld poundkeepcr in hospital the roads were being overrun with stock, and that a temporary pounoieeper had been appointed. The position of poundkeeper at Coalgate had also been filled. The Selwyn County Council wrote with reference to atorm water on Boyle's road at "Whitecliffs, where the pipes are insufficient to cope with flood periods. This was eympathetical'y received. The WaimakaTiri River Trust stated that it would bo convenient if the rate which is. being collected for them by the Council was paid in monthly instalments es collected. This was agreed to. The contractor for the new post office at Darfield applied for permission to ley a temporary tramline from the railway yard io the building site, to transport material more rapidly and cheaply than could be done by road. Thi3 was allowed, provided the tram line was takon up from the centre of the road when not actually in use, and that tho contractor took the responsibility for any damage done. The caretakers reported that the Council's race-cleaning was finished and that farmers generally were making a commendable attempt to keep their races up to requirements. All' the river fofds have been damaged to a certain extent by the recent flood, but this was more than compensated for by the benefit accruing from the much desired rainfall. Crs. Cullon and Hawke were deputed to enquire into an arrangement made in the South Melvern Boad Board's time, with the Police Department, whereby storm water was allowed to be taken through a police reserve at Coalgate. Voluminous correspondence was.boforo the Council on this ..matter dated twenty-five to thirty years ago.
