ARBITRATION PROTOCOL.
DOMINION POSITION. (PRESS ASSOCIATION" TEI/EGBAU.) . WELLINGTON, November 11. It is understood that the full text of the draft of the Arbitration Protocol, which is to be submitted for the ratification of all States that are members of the League of Nations, has now been received by New Zealand and other self-governing Dominions. It is required that the ratification of the Protocolmust be deposited at the secretariat of the League not later than May Ist, and States that ratify the Protocol thereby undertake to participate in the International Conference/on the Beduction of Armaments, to be held at Geneva in June next. The Protocol embodies three important ideas: Fidelity to the Government of the Leagtfe of. Nations, adjustment of the duties of States to their sources, and an automatic system oj. the definition of an. aggressor. The Australian Federal Parliament will be called together shortly after Christmas to discuss the Protocol. The procedure in New Zealand has not 3 been decided on.'
