ORDER OF REFERENCE. ! (press association telegram.) WELLINGTON, January 21. The order of reference for the Epidemic Commission was again discussed afc a meeting of Cabinet to-day. Tho question as to the part played by the ! R.M.S. Niagara, or other ships of- the mercantile marine, or returning transports, in Introducing and spreading the disease, will be fully investigated. Important parts of the enquiry will be concerned with the housing conditions in the congested areas of such cities as Wellington, Auckland, Christchurch, and Dunedin. The order of reference will facilitate a thorough exposure of anything which needs opening up to the light in the public interest. RELIEF OF WIDOWS AND ORPHANS. (press ASSOCIATION telegram.) _ WELLINGTON, January 21. Cabinet has not yet had an opportunity to deal finally with the treatment of widows and orphans bereaved by the epidemic. The Hbn. G. W. Russell has already explained the temporary measures taken. He says that before a permanent policy is evolved a number of big questions will have to bo considered for th© principle goes far beyond the recent epidemic. He is obtaining all necessaiy reports to assist the Government to reach a satisfactory solution of the problem.
