WASHINGTON, July 12. Since the Emergency Fleet Corporation assumed control of ship-building 223 vessels, aggregating 1,415,000 tons, have been completed, of which 218 are iii actual service.

Mr A. Rumely, publisher of the "New York Mail," who is standing his trial for alleged perjury, the prosecution alleging that the "Mail" -was controlled by the German Government, whereas Rumely said it was owned by American, in a statement said that the "New York Mail" materially supported tho United States war policies. Ho denied the perjury charges.
