ZURICH, July 10. Vienna newspapers give further details of the rains, resulting in serious floods in Austria and South Germany. The Danube reached tho highest level recorded for 30 years. Vienna at the week-end wns meatless, and horseflesh sold at famine prices. Austria has lost over half the county's live stock.

The Reichstag Majority Parties are indignant.at the military caste effecting Herr von Kuhlmanm's downfall, and appointing his successor. They declare that the Military Party's dictatorship is now apparent to the whole of the German people. The members of the Reichstag threaten fiercely to oppose the military policy.

The Berlin Press published inspired assurances that Herr von Kuhlmann'a fall would not involve a. change of policy.
Tho newspaper "Germania" states that Count von Hertling is convinced that Herr von Hintze will loyally support the existing policy.
