PROGRESS LEAGUE

MEETING OF EXECUTIVE

The executive of the Canterbury Progress League met yesterday afternoon, Mr H. Holland presiding.

The -chairman stated that the clauscs and tho constitution referred back at> tho previous meeting of tho Constitution Committee had been considered at a protracted meeting of tho committee, but ho regretted to .say they liad not made any advance. Unless bettor progress wore made, they would havo to alter the name of the League, as its present namo \j*ould bo a misnomer. The committee now re-presented tho clauses in question, and had asked Mr A. G. Henderson to draft a counterreport. Mr Henderson had just handed to him thus roport, which ho had not had timo to go tHrougli. Ho desired to impress on members the necessity for sinking individual opinions and "for concentrating on efforts to ensure the progress of everything for the benefit of Canterbury. If they were to have individual meinbors of the League, paying a subscription of a guinea half a guinea, or of fivo shillings, then he was strongly of opinion that individual members must bo given the right to vote. - On tho motion of Mr Henderson, seconded by Mr P. R. Climie, it was decided to tako the matter in committee.

On resuming, it waa reported that tho clauses submitted by Sir Henderson had been adopted in place of the clauses in the original draft constitution, The clauses adopted were as follows :—

7. The general business of the League shall be conducted by a Council, which shall consist of a president, a vicepresident, and an lion, treasurer and •ouncillors, who shall be elected in the nanner hereinafter provided: 8. Mombers of,tho Council shall be olected as follows by the contributing bodies and branches: — (a) Local bodies constituted under any Act of tho General Assembly—one councillor for every £o0 or fraction of £50 subscribed to the League's fundß. Provided that tho controlling authorities of libraries shall bo entitled to elect one councillor only; and the controlling authorities of domains and recreation grounds, other than tho Christcliurch Domain Board, to elect one councillor only.

(b) Chambers of Commerce, A. and P. associations, industrial associations, Farmers' Union, or similar organisations of a public and semi-public character, one councillor each. • (c) Racing clubs of the area, one councillor. Trotting clubs of tho area, one councillor. Tho controlling authority of any branch of sport, ono councillor.

(dj Any associatiori'of business firms, one councillor.

(o) Each branch of the League, one councillor for the fifsfc 100 members, and one for every subsequent 200. (0 The Trades and Labour Council, or any similar Labour union group, one councillor. Provided that no organisation, local body, or branch shall be entitled to elcct more than four councillors.

It was also, decided that the Constitution Committee should" mako the neoessary consequential amendments; and the constitution as a wholo was tentatively adopted. On the motion of Mr Climio, seconded "by Mr "W. J. Jenkin, it waa decided that the Propaganda Committee bo instructed to go on with its work, especially in the matter of getting definite replies from -local bodies to the circnlar sent out.

Mr Henderson's namo was added to tho Constitution Committee, and Mr A. L. Chappell's to tho Propaganda Committee,
